The Cap & Share Climate Alliance has been founded by The Future We Need, along with Feasta, Equal Right, D. R. Congo Climate Change Network, Autonomy, Global Redistribution Advocates and the Abel Musumali Foundation.
CASCA will be launched on Thursday, August 10, 2023 at 11:30 am UTC (check your time zone here). Register for our launch event here.
After the launch, Equal Right and Autonomy will present their new research Climate Justice Without Borders: Cap and share as a mitigation and climate finance solution.
Other founding members of CASCA have made somewhat different cap and share proposals. Two further events have already been scheduled:
– Cap and Share: A fair and just framework for fossil fuel phase-out : 16th November (FEASTA )
– A Global Climate Plan: 13th February 2024 (Global Redistribution Advocates)
TFWN and Climate Justice
CASCA is our eighth campaign and the first in the area of climate. We have multiple concerns about the mainstream proposals to address climate, especially from an intergenerational equity perspective. CASCA is a broad alliance, and a number of specific proposals for cap and share exist, which all share certain key features:
- A carbon cap on the extraction and/or importation of fossil fuels that reduces briskly towards zero
- No offsets: tree-planting and other beneficial activities are as well as, not instead of, limiting fossil fuel
- A carbon charge applied to companies that extract or import fossil fuels
- Cash dividends that are paid out directly to people
- Further mechanisms that address climate justice, global justice and intergenerational justice
- Citizen oversight: a meaningful management role for the people of the world
We have set out our current understanding of implementing intergenerational equity with climate. TFWN has not yet developed its own proposal to deal with climate. It is a much harder problem than minerals due to the interlocking historical injustices, especially inequalities in who has extracted so far and who has consumed so far. If we look forward, designing an system to implement intergenerational equity with accumulated uncompensated loss & damages further complicates matters. As a founding member of CASCA, we explore various approaches but do not endorse any.
